Congressional GOP Embrace President's Proposal to Overhaul Affordable Care Act

US lawmakers are working through the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators proposed a plan unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Growing Impact of Government Shutdown

The effect on US citizens from the lengthiest closure of the US government in history deepened on Saturday, as government employees went unpaid, airlines were forced to ground planes and SNAP benefits have been delayed for 42 million Americans.

President's Proposal from Florida Resort

As Saturday's meeting got started, GOP senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Several Republican senators praised the proposal, which is similar to a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator stated.

Another senator praised Trump's suggestion on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Reaction

Opposition senators shared alarmed reactions to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? Then I welcome your support for universal healthcare."

Continuing Talks

The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a handful of centrist lawmakers to end the shutdown in return for a later vote on the Obamacare subsidies.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another path forward" after Republicans rejected an proposal to reopen the government and extend the subsidies for a year.

Another leading Democratic senator persisted in arguing that Republicans should agree to a one-year extension of the payments before discussing the future of the subsidies.

"Doing nothing is irresponsible because people will go bankrupt, people will become uninsured, people will get sicker," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the concept of repealing and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several observers indicated that the core of such a plan would remove the ACA's mandate that carriers cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his residence and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the plan that was unsuccessful to secure enough backing in 2017.
